Human handoff

Exceptions
- Bot and spam submissions are held in a review list, not created as leads
- A submission that matches an existing contact updates that record instead of creating a duplicate
- A submission with no phone number gets an email task instead of a call task
- An address outside the service area is flagged so the office can decline politely

Important limitations
- The summary is only as good as the form; a form with one text box produces a thin summary
- A summary can misread intent, which is why it is labeled a draft and the person still reads the original
- Forms on some site builders do not expose a webhook and need a small script or an email parser
